How are some BLIDs "not sold"? And why? And where do they go?

Some of them are reserved, and others are just skipped randomly.

All BLIDs are sold, just not to players. Badspot sold some to other companies/sites. My couzin found a site where he could buy 2K IDs. There just not all sold by Badspot.

2-99 are unused because they may be reserved.
666 is unused possibly to prevent some religious things, or perhaps he doesn't want to hear someone bragging about it.
1337 means 'leet' which somehow translates to elite. Again, this would create a boost in ego and no one wants to hear people brag about stuff like this.
A large ammount of the 2k IDs are sold from another website.
10k was put up for auction.
