 1st off how to i change my paint set?
 2nd off how do i set my server up so that when other players connect a message comes up

to change you paint set when you click start game, theres a tab next to add-ons paint set
if you have rtb open your server control and type in what message you want, should be obvius were it is, saying %1 will make the welcome message say the clients name
