Go to Profile, then go to Forum Profile Information, then hit the Browse button, and pic any image you want

i had a GIF that was 100x100, but it wasnt animated due to size
it is now the same GIF, just minimized to be 75% of the size

Either your image is way too big your your internet sucks so bad that it can't even upload a 75x75 image.
