If you use the cheat engine you can get sv_cheats to 1 in any other game and use console commands you usually can't.

The speedhack works in CSS, I've tried it.

You don't. Vac being an automatic systems detects this and bans him. Taking any info on other cheats used and adds to it's database. It also bans you on a delay so the user will not know what cheat you used or just to disorient you about the cheats that banned you.
