I want to do a reasonable amount with reasonable damage.  I'm also going to use a shrapnel model with either 3 or 4 tris an no emitters.  If I do emitters, then no model.  Trying to make it not a LAG cannon, but OP enough because it's a mother loving shrapnel cannon.  But not too OP.  Also recoil that sends you flying with a velocity of 20 TU/sec.

Basically point blank, you're dead, but if you're far away, you'll receive some, but minimal damage.

Or 2,000 damage with 200,000,000 pellets, and they raycast, explode mininuke-size explosions that kill and send you flying for miles.  Upon firing, the fabric of time-space is ruptured, and the user and the weapon no longer exists.

Photoshop. It's like painting but in low resolution.

My guess is that he baked light on to a texture and then exported it to photoshop where he painted colors.  There are tons of tutorials on how it's done, search "Low Poly Modeling".
