Considering there aren't any tanks in Fallout, I don't really think of it as an anti-tank rifle.

Plus, I don't think it uses anti-tank rounds.

How do you know it's a decal, he could have mounted it to the players head.

It's an Anti-Materiel Rifle (Not an Anti-Personnel), basically predecessor of an Anti-Tank, still could've do damage to light vehicles and such.
