You should be able to do this with the default minigame add-on.  Just disable building in the minigame - super admins can leave the minigame if they want to build.

 Press esc, then click Minigames, Click Create then Uncheck the box saying "Building" and uncheck the box saying Painting. If you want to build admins can leave minigame. If you want peep to be able to build but there Items you cant grab and you cant go in vehciles except for admin made uncheck the box saying Use Player Own Bricks (usally is already unchecked) so choose your settings the press start. Hope that Helped

Download, enable add-on, start game, create a minigame, /setdefaultminigame, boom. There ya go.
