admin only jobs, items, and spam control in the city rp

i am hosting a very popular city rp server. i have a job called FBI that i want to make admin only. i also want to make the master rifle and the mini nuke be spawned and used by only admins. i am having problems with n00bs nuking everything and i want it to stop. how do i prevent people from going on the bed to make spam and nuke events. how do i stop the massave amount of spam and n00bs. plese help
