Some things I want to know about decals.

Here's a few things I want to get straight about the use of decals.

1. Is it true that if someone doesn't have a decal downloaded, they won't see it if I'm wearing it?
2. If I have a decal downloaded and I run a server, will people on my server see it even if they don't originally have it downloaded?
3. If 1 is true and 2 is false, is there a way so they WILL see it even if they don't have it downloaded?

Yup. It will be blank for them.

Every thing is correct except it uses the default smiley face then a Blank image.

I was asking if there was a way to make it so they would see the decal, even if they didn't have it downloaded.
