That's what plays flash files (.swf, .fla).  Also you can export to a variety of other formats.

It cost around $700 dollars I think, it's pretty cool though we have an ancient version of it at my school for an animation class I'm taking from back when it was still Macromedia Flash lol.  If you just want to draw and not make animations I would suggest getting another vector art program I heard Inkscape is pretty good.

I don't know what your getting at, I was just pointing out the price is kinda steep, it's not something you'd buy just to mess around in for 10 mins, besides if all he wants to do is draw he doesn't really even need it, he can use a free vector art program there are several available.  Speaking of free vector graphics programs I just stumbled onto a flash based vector editor called RAVEN it lets you export to .png which is what blockland uses or you can keep it in a vector format (.svg) if you want to edit it later.  They also have an image editing program sort of like photoshop that's pretty cool.

It is very steep indeed. It's something you'd buy if you would use it for a job or something.
