Preload failed for vehicle

For a certain vehicle, it appears in the add-on list, but not on the spawn list. It says 'preload failed' or some crap like that. And I can't redownload the vehicle. Any help would be gladly appreciated.

They messed up the datablocks. The vehicle is broken, remove it or fix it. Who made it?
