Semi-Trust Event? ;S

Hello.

Is there some mod out there that gives trust to a person on a specific brick?  I want to control the players on my server, so that they ONLY can build on the ground, and on the bricks I want them to (my bricks) I guess I want to make them have some kind of semi-trust, trust to only those bricks that I want them to.

and maybe a trust to ride vehicles and to name bricks. Maybe a GUI. Like so:

Give <insert player name> Trust of
Vehicle
Build
Highlighted bricks
Destruction
Full(includes named brick)

We need this... bad... like an event that sais;

Ifbricktrust -> self -> named brick [hello] -> Trustid: [6899]

Iftrustidsucess -> self -> buildtrust
Iftrustiddenied -> self -> Playsound -> Accesdenied

But when I say named brick trust I mean that you can't name other peoples bricks and you can't do named brick events on other peoples bricks.
