It was just some momentary glitch, or something.

The server has a normal 100 or so ping now. :P

I didn't even really care about the blocking at all, I just took 3 seconds and used Paint.NET's line tool to crudely cover it, for the hell of it.

You may of refreshed it on the peak of a server crash. Meh.

Occasionally, I would be playing counter strike and ping would jump into the 400's and I'd be kicked from whatever server I was on.
