Does blender work?
There's probably an exporting and importing path to make it work

Does blender work?
Probably but you would need to set the collision yourself.

Pretend the answer is no and save yourself the trouble. Use Torque Constructor.

The link packer gave me does not work, well it does but the whole thing is just a floating camera flying around this one guy with a gun, not what I'm looking for :(

Thats the Torque Demo, not the Torque Constructor.

Just so this topic does not go on any longer with pointless disscussion about how you can't browse through a website. here is the link. http://www.garagegames.com/products/constructor

Don't use blender. Use TC. TC exports nice and is overall better for interiors and mapping stuff.

He is even more idiotic to not realise that it is TGEA that is 250.

You can get the blendtomap exporter then use map2dif but you would have to go through a learning curve to make the model to be compatible with the exporter.
