yeah, I searched everywhere, and I couldn't find it-- bunches of unrelated stuff? So again... what program should I use to make Add-Ons? and other questions: What scripting language, and what's the cost? (I hope it's free...)

Technically the scripting language is Blockland's own, since the Blockland engine is customized, but in reality, it is torque script.

Any plain text editor works.

To make addons, as in models or scripts? he two programs i would use for modelling are milkshapes or sketchup. to script them, you dont buy the language, which is torque, you just write your code in an editor like notepad. this is also in the wrong section

its ok, just take a look at the default addons such as the gun to see how it is packaged and scripted, thats basically the only way you can start

Don't forget to look at this if you're planning to use Milkshape. It's somewhat outdated, but it helps.

Isn't it all Torque with just additional API?
