One of the computers at our schools had windows 98. It shut down on me (power outage), and it asked me for a username and password. I just typed in "miga" and some password, and it made a whole new account right there.

But, for Block Builder, you can't get any account info unless you're an Administrator/you have Administrator priviledges.

I actually knew a couple of ways through the command prompt, but they didn't always work and required a second account on that computer. YouTube always has the answers people need.

If you can replace Sticky Keys, sethc.exe, with Command Prompt, cmd.exe, and access it without being logged in, then you can use "Net User (Whatever the username is) *" and it will ask for a new password. You can't obtain his password this way, but this will allow you to log into the account. This really won't help if you're trying to be secret about it.

I wouldn't try anything if I didn't know what I was doing though.

Also, if you know anything about keyloggers, you could make/get one and install it when he goes on a bathroom break. Then have it email you the code to your email and check it on another computer.

A Google search seems to imply that you can reset the passwords on the account by altering the BIOS of the motherboard using a linux distribution whilst booting from a CD. Looks like it will only work in certain cases.

There are easier methods, like getting a U3 compatible flash drive and installing certain software packages which run automatically to collect data, passwords, emails, etc from the computer it is plugged into.

Generally though, I'd advise against it. Your brother deserves to have some privacy, all methods are illegal and I doubt you have a legitimate reason for breaking into his computer.
