As long as child enthusiasts don't actually harm a real child or wish harm on a real child, or even go looking to do so, it should be fine.
That aside, allot of people find some 16-18 year olds attractive. If they have developed bodies then you can't consider that child enthusiasm, because they technically aren't children anymore. Most people would prefer to stay away from the whole teen drama crap though (except bisjac but he's a crazy man so it's excused). The wonky rules on age and child enthusiasm can be traced back to religion, which is a running problem in the law system. Many states practice free religion but the court is still being forgeted around with the state's base religion. Rules were made back in whenever when people's beliefs were radically different then they are now, so there is a constant fight between preservation and renovation of these rules which makes many cases seem very very unfair.
Example, a 24 year old gym teacher is completely smashed at his house, a 16 year old student comes and visits him and she has love with him while his better judgment is obviously impaired. 16 year old gets no fuss, gym teacher loses his job and get's his name on the child enthusiast-watch list along with serial rapist-killers, pretty much ruining any future career. This actually happened in my province a few years ago. Does that seem fair to you?
This falls back on many problems of so-called free religion states, it's that eventually folk of differing religions will have a religious war in court. stuff needs to be regulated and atleast toned down a bit before that.
