it just needs more direct damage, not splash damage. the spartan laser in halo3 has a lot of direct damage but hardly any splash damage. i believe it should be able to kill a jeep in one shot, and a tank in two, and so on.
and is there any way to make the projectile faster?

Maximum speed is 200. After that the game forces it to be 200.
