You own a 10 year old video card made by a company that has been out of business for 9 years.

WTF??? Get a new computer. The memory of your card is only 16MB, and that's telling me that the rest of your computer sucks too. It's even under Badspots minimum requirements, and theyre way too low.

My first PC had the Voodoo 3 3500 TV AGP.  It was a kickass card when I got it in February of 2000.  Shortly thereafter, Voodoo sold out to Nvidia and all driver support was dropped.  It was fortunate that a Windows 2000 driver was available, or the card wouldn't have even worked in Windows XP which came out like a year and a half later.  I got rid of that card like 6 or 7 years ago.

AGP (the slot your card goes in) is an obsolete technology, so you probably need to get a completely new computer.  Your motherboard probably doesn't support SATA hard drives or even USB 2.0.  It's way past time to get a new computer.
