That is not true.
It does not make them worse, but it does make them less experienced.

a person who recently registered wouldn't fully understand the rules, saying wrong section is not against the rules. The person that has the highest probability of getting banned that is in this topic would be the one who posted this topic, only because it is in the
Wrong section.
