Lately I've started to want to have a website again.  I previously had a venture having a payed host, but I ended up not using it at all, and with little web design skills, it was fairly pointless to continue paying for it.  Now I have developed my skills as a web designer much more, and have some practical uses for having a payed web host.  The question is, who to chose?

I would prefer a host that regards the customer with having more knowledge than the average host does.  I can easily install my own software on the server, and don't want to be pestered by stuff that is helpful for the average know little.  So I guess I want a host that says "this is your alloted bandwidth, this is your space, don't overload our servers or do anything illegal, I'm not going to charge you for a bunch of stuff you won't ever use, now run along and have fun." 

So I guess that and price are my two factors.  Any suggestions?

Edit: Oh, and bonus points for services that give you a cheep start before paying full price.
