I am guessing you are on a CRT monitor running at 100hz refresh rate with vsync enabled.

Try checking "Disable Vsync" in the options menu. 

Actually that's the real FPS, I'm just using 16xQ anti-aliasing and such. I'm on an LCD at 60hz.

It looks like dog crap is why. That's not even 1920x1200 by the way.

hmm, I opened the picture in paint .net and hit image size, then typed in 1920x1200, what is it?
Also, if your dog has stuff this colorful, go see the vet. (Kidding)
