Speaking of mental illnesses, child enthusiasm is largely considered one. That's a problem in court though, since prosecuting someone for not being sound of mind isn't morally right either, the people need help not prison time. Psychological support and help is anything but cheap as well so going through the trouble of witch-hunting child enthusiasts would be a hassle in every sense of the word. The police keep a look out for the distributors especially as well as those that try to hook up with kids physically. The ones that look at child research and stuff like lolicon, although illegal, will probably never get caught.
