If you mean to get unlocks faster, then you can not. That is controlled by what is called steam cloud. An outside server working with steam sending and receiving info about your unlocks.

All low settings, lowest resolution, and cl_showfps 1 in console.

If you're still having trouble try mat_dxlevel 81 in console when you're on the main menu and set all the settings to low again.

You can't get VAC banned, supposedly, because this connects to a server and emulates being idle, just like playing ingame. It doesn't improve your chances or cheat, just makes it easier to idle.
