Server messed up(mine)

I bought the program on www.portforward.com that did it for you and it said under blockland, ports 28000 to 28030.  I enable the ping diagnostic add-on and nothing comes up sayinbg its not on query internet.  But, when i check my brother's laptop on blockland, it's not there.  Why is that?

Sorry for bump.
You asre supposed to forward your ports to 28000-28032 but the program is forwarding it to 28000-28030.  Any way I can make it go to 28030?
