Shoots faster then the tank because it can use more energy on the gun instead of powering the vehicle. It also doesn't need as much cool down since it has the sole purpose of being a turret. Not a plane, not a boat, not a tank. A turret.

the turret on a humvee is a fast firing one and after awhile it has a cool down, i dont see how that  is gonna work unless you let it fire like 50 shots then wait like 1 min to cool down.
