Ok, so here's my computer, I'm probably getting more RAM, what is the best deal? pretty cheap, maybe a new case, what should I get, and is there anything else I should upgrade?
Plus, should I get an antistatic wristband?

What graphics card you running? CPU could use an upgrade.

get 2 ram cards with the same amount of memory and speed

The CPU is ancient. Are you running Linux, I can't tell.

I'm running Windows XP MC Edition

3.000GHz is ancient? it's holy compared to the laptop- 600MHz *shudders*

I get Processes: 73 CPU Usage: 2% if that means anything.

My graphics card is a ATI Radeon HD 2400 PRO

what do you guys suggest?

Agh...the cyan...it hurts my eyes.

Anyway, as always I'd recommend a new build from scratch, but if that isn't an option than a quick graphics card update could do wonders for you. Thankfully you have a PCIex16 slot so any card you buy can easily be reused at a later date should you upgrade the motherboard/CPU.

Primarily you need to found out: A) How much you want to spend and B)What your current power supply can support. Then we can make an informed decision on what GPU would be a suitable choice.

How would I figure this out?

Look on the side, that usually has it.

There should be a sticker on the side of the powersupply. Take a picture of it for us.
