It really depends on their actions.
If they constantly ask for admin, I consider them a noob.

But seriously, I consider around 8k+ to be high. Nothing is high enough to be banned upon, except IDs over 3 trillion.

Anybody over 999 is high for me, during the first few months of release I actually made a script that was hard coded to stop working with people above that id (appearance grabber) trying to optimize it.
