Yes but if you get arrested they wont let you take your scooter in your jail thus defeating the purpose, as you would not be able to have your scooter either.

Rig another scooter with explosives so it'l blow up when they start it up. :D Then leave it on the curb with the keys still inside. I know you lose a scooter, but you'll lose many more if they're still alive.

of the ones actually used as a vehicle..

 I'd consider calling the Police, and see if they could do any help. ( Atleast for your brother's.. And if they got caught for stealing your brothers, they wouldn't try to steal yours again.)
