Technically since they are both minors, it is illegal for them to have consensual love. It is the boy who is seen at fault and not the girl. It is considered rape and the boy is held responsible even if consensual.

Also, I am pretty sure that the ability for a person to agree to have love is eliminated when under the influence of drugs and/or alcohol.
