Disabling events for non admins or all players?

How exactly do you do this?

its in  server control, its a option.

$Pref::Server::WrenchEventsAdminOnly = 1;

Note that I put this feature in as an after thought so I'm not 100% sure it works properly.

If the server starts off with it it works.
