Terrain Build Rules (48x grid and baseplate enforcement)

This add-on enforces the following rules:

• Only 48x baseplates may be planted directly on the ground
• New baseplates must be aligned with the existing baseplates

The result is that community builds are more organized and contiguous than they would be otherwise.

Make this and the others into an Add-On that uses RTB and allows the host to select a brick from the Baseplates category for a size.
