Key Binding for F8 + F7 Does not Work

On my new computer, the F8 and F7 keys do not work. I tried to re-bind them, but the keys wouldn't show up.
One of my friend's computers has the exact same problem. How do I fix this?

I think it is because those keys have functions on the new computer. F5 works but F2 does not.

Is there any key you can hold to do normal keypresses?
It would be a modifier other than Alt, Shift, and Ctrl.

And anyone who plays Blockland, has a Mac 10.5, and has the keypad-included keyboard would be having this problem.
