Is there a way to keep MSN emotions from resizing?

I want to have an emotion this size

The size of an animated emotion, but without resizing, I know it's possible because I have a few that are that size, but I want to add some of my own.

No clue as I usually just use the onionhead emotes. They're fit to be of viewable size as is.

I believe it won't resize .gif images to some extent.
Or just make .gif image with 2 same frames.

You just need to change a pixel in the second frame.
