Torque constructor can import dts files but I don't think you can export them with the dif.

Can Torque Constructor make DTS models for like Weapons and whatnot? Or is it just for interiors or something, I'm not a modeler :)

Torque Constructor is for mapping DIF's, nothing else. You CANNOT convert a DTS to DIF.

Unless you convert the dts to an obj with one of the many scripts out there then use blenders severely outdated hard to find .map exporter and use that.

Yea, the exporter seems to make a a cube out of every face so you end up having a hollow inside for your interior.
