The Nintendo Entertainment System and Cookie are both inanimate and so unable to laugh or hunt.
The Cookie Monster is a fictional character meaning he cannot hunt the cookie.

I think you can turn off the Cursefilter through options, but you could always do it through the console, as it's a Global Variable.
