Dedicated Server Always Selects All Add-Ons

I now figuired out how to make my dedicated server not dead, but my dedicated now always selects every single add-on in the add-on select menu.  Would anyone know why this is happening?

Start a regular server first with the add-ons you want enabled. Then disconnect and make your dedicated.

I just tried it, it didn't work.

So I start an internet server, disconnect from it, then on the main menu I start the dedicated?
