Because he was hanging around while the workers worked on the signal.

I remember they plugged some electrical thing into the rail(signals work by a circuit in the rail) and plugged something in from a wire coming out of the signal.

i dont thing thats a 3rd rail ive seen them they run inside the middle of the 2 rails because you touch the 3rd rail you be dead in 2 seconds so thats not the 3rd rail or he would be dead

You have to be touching one of the regular rails and the third rail to be killed.
