To fix this "issue" you need to disable the "script_terrainbuildrules" add-on.  This is a feature, for a terrain build, to keep everyone from building random junk wherever they please.   Next time, don't enable every add-on you see.

uh yeah hi.... i disabled it and then started up a dedi server and when i joined my dedi terrain build rules was there. what do i do? I tried deleting it and then restarting my dedi server and when i clicked join server it loaded datablocks almost all the way and then disconected me saying invaled packet 1. PL HELP!

There is a certain way to start up your dedicated.

1.  Start a regular internet game with the add-ons you want selected.
2.  After loading the game, exit to the main menu.(The area where you choose to start the game, or join a game.)
3.  Open the dedicated on the main menu.
4.  Join your dedicated server!

I'm going to take a guess that you didn't even read what Marcem said. Your second post backs up my theory.

Quite true.. He probably thought it was "Help, I can't do it!" not "Here's how to do it."

He also didn't notice the pattern that there are normally ►►► in front of topics that help others or are stickied. (My theory)

Needs more sticky.
Still. Also, how do you make those arrow things?

I would assume its an alt + numpad code... However, I would just copy and paste em :3
