If you can, tell me how to. Since I would have no idea how to. If not, Just say, not possible.
(I know how to make a .GIF File, just how would you be able to make it "Animated")

It would have to be multiple pictures, sized to 75x75, squished together into an animation using something, ah stuff I don't know, go ask Camera,he knows.

I suggest using GIMP to animate it, because Paint.net doesn't support animation.
1.Open first frame
2.Open all the rest of the frames as layers by ctrl clicking.
