I'd suggest saving it as a .ico file then. That's an actual icon image file type.

I used GIMP, and the size does change whenever icons are enlarged, it is a .ico

If it was an .ico, you would be able to attach it to shortcuts without editing it yourself.
The file you uploaded was in .png format.
