Go into start a game and click the add-ons tab.
Disable "Script_TerrainBuildRules".
There you go, you're all set.

And stop enabling add-ons if you don't know what they do. Script_TerrainBuildRules is disabled by default. :|

I understand that but most idiots would be either to dumb to read this topic or too dumb to disable Script_TurrainRules in the add_ons list in the start game menu.
