I only want to host this via Listen due to the fact that it is not self-operating. I have to be there to commission land and permits. I'm not hosting tonight though, too tired.

You need to set up a script that will password the server to new people when an admin leaves, and un-passwords it when an admin joins. And the admin can commission land/permits.
