Zors had mod doesn't do that.

And if you don't release the mod publicly then it's useless, don't count that as a method of stopping cheating.

Even if you do that I could do the /equip one anyway after joining a hat-using server.

There is one method of releasing it publicly and still preventing "cheating", but it requires you to host a dedicated server for the rest of Blockland's existance. Good luck keeping a computer on that long / paying for it.
