It's a plugin which requires the server owner to have the base hat mod.
It cannot be ran without hat mod.

It's a hat pack. I thought that would be self explanatory.

Hats are unlocked over time
From what I saw of it, I believe it's /equip # but I havent downloaded it for myself as of yet
