When you ask her you need to say something to this effect:
"emily, We have been friends for a long time now and I am starting to feel a different feeling for you. Then say, quietly, like your scared to say it "I love you" make sure she cant hear you, and then when she asks what you Look her STRAIGHT in the eyes and say softly "I love you".... It has worked for me 3 times...

Maybe I was trying to jump in to fast before. The girl I'm talking about is one I've known since around fifth grade, and she started out seeming really annoying me, especially considering she kept dropping tiny hints that she liked me (unless I'm just crazy).

Now I've given her a chance and things appear to be working out.
