My avatar picture guy is supposed to waving his arms and the background is supposed to be flashing. What file does it need to be to make it move like that :D

This has been pissing me off lots of things piss me off

Wait i did this, but my character stops after the 36 frames are done. Does anyone know how to make it repeat?
