Good and evil are two polar sides of morality which stem from the basic instinct of preservation of the species. Evil acts do harm to the species, while good ones do not / help the species.
With this sense, then yes, they are evil. But I view goodness and evil differently. I see it as this:
Good - a human does something to protect others from harm and for the sake of being good. Now, this doesn't mean to get attention. I think if someone does something just to get attention is idiotic, but if they do it just to be good, then that person really is good. Being good does always help our species survive, but there is more to it.
Neutral - a human does something they think is good, but that person turns out to be mistaken. Or vice versa. Like with Riddler, he thought he was doing the right thing killing all of those Jews, but obviously we think he was wrong in that sense. He did not do it because he wanted to harm them, he did it because he misinterpreted the bible and thought he was to kill them.
Evil - a human does something just to harm others and for the sake of being evil. This usually include getting attention.
