Try forwarding from 28000-28000.

Not sure if this is your problem, but change it so you forward ports 28000-28032, not 28000-28030. Let me know if that doesn't work, because I doubt that's what's wrong.

I may or may not know what I am talking about, but shouldn't the default gateway be 192.168.1.1? You have the bolded number as 2.
