Advertise in the IRC, but just once and lightly, and well.
Make sure to say your server's name and it's aim. Not just "JOIN MAI SURVER, IT R GUD."

Host things that are creative, unique and aren't spammy.
Don't be a badmin. If someone does something stupid just warn them and tell everyone to read the rules (I suggest something like GRules).

1. Do you put "Darend's" in the server title? Because it does that for you. Your server would become "darend's darend's..." and it would look stupid.

2. People don't want a server with a million add-ons.

-Install a ton of add-ons
-Title the server: "sonic chao famly rp"
-Also title in there as well: "free admin"
-And lasty add the phrase: "plz come"

My server (BobSevenSevens' Death Race) has become popular through actually being good, not that many add-ons for most people, and word of mouth.

Also, light advertising in IRC. Usually, its filled in about 20 minutes if a lot of people are on. Varied IDs also, not just all 10k+'s of less than 5k's, blah blah blah.
